I guess worked it, but basically I cut three large carboard circle (I traced a popcorn bowl.) Then I then cut a rectangle of carboard the height of an Ikea stool and long enough to wrap around the cardboard circles with about 2-3 inces of overlap for gluing. Loosly assemble the stool spacing out the three circles evenly and use large paperclips to hold the outside in place.

Then start filling one end with toilet paper tubes, packing them in tightly but not so tight that they loose their shape completely. Once you have one end in, flip it over and pack the circle down even. Then continue filling and adding carboard disks till full. You may need to trim some tubes with a scissors as not all TP tubes are created equal. When it's about halfway full you can glue the flap and remove the large paper clips. I used IKEA glue that they sell for installing their flooring pieces. Wood glue or white glue would work too. After gluing it, I wraped the stool in newspaper and bands of tape to hold it tight until the glue dried without damaging the cardboard.
I actually cheated and got lazy, and cut cardboard strips for the two middle layers and then acordian folded themand pushed into place. Put now that it's finished...and the TP rolls are still coming...I may go back and fill in those center sections too. It's actually quite sturdy. Cylinders are the strongest shape. If a piece gets crushed, just pull it out and replace it. Yeah for Cardboard Furniture!
